We appreciate the opportunity to comment on Agenda Item D1 – Red King Crab Savings Area
Extension.
We appreciate the Council and NMFS’ time to analyze ABSC’s emergency action request from
October 2021 to expand the Red King Crab Savings Area by shifting the northern boundary
northward by one-half of a degree (30 nautical miles) of latitude to encompass a concentration
of female red king crab observed there during the most recent NMFS trawl survey. We a... crab (BBRKC) and to implement it before the January 20,
2022, start of the BSAI groundfish fisheries. This action will help protect the BBRKC stock at a
time of serious conservation concern with critically low female abundance levels.

BSAI groundfish fisheries.
NMFS data showed that a total of 14,476,797 snow crabs were caught as bycatch in the 1992 BSAI trawl

1.1 Abundance-based PSC limits in Alaska fisheries
The Council has established crab and herring PSC limits in the BSAI groundfish fisheries that are
abundance-based. In all cases, these PSC limits are apportioned to specific sectors or target fisheries, and
their attainment triggers the closure of specified area(s) to groundfish fishing by that sector or target
fishery (Figure 1). The Council uses the calculations established in ... crab. For herring, the
Council has established the PSC limit as a flat percentage of the annual biomass for herring in the eastern
Bering Sea. The biomass is established annually by ADFG, using surveys and an age-structured model.
Attainment of the herring PSC limits, which are apportioned to target fisheries, closes summer or winter
herring savings areas in the Bering Sea to that target fishery.

5 Pribilof Islands blue king crab
The Pribilof Islands blue king crab assessment is biennial with the last assessment conducted in 2019.
Information listed below summarizes the 2021 assessment.
Fishery information relative to OFL setting.
The Pribilof Islands blue king crab fishery began in 1973, with peak landings of 4,990 t (11.0 million lb)
during the 1980/81 season. A steep decline in landings occurred after the 1980/81 season. Directed
fishery... crab until the stock is rebuilt. In 2009, NMFS
determined the stock would not meet its 10-year rebuilding horizon. Subsequently, Amendment 43 to the
King and Tanner Crab FMP and Amendment 103 to the BSAI Groundfish FMP were approved by the
Secretary of Commerce in 2014. This action, a revised rebuilding plan, closed the Pribilof Island Habitat
Conservation Zone to Pacific cod pot fishing, which accounts for the highest recent rates of bycatch of

In light of the steep decline in abundance of female red king crab observed by the 2021 Eastern
Bering Sea (EBS) trawl survey and subsequent closure of the directed red king crab fishery, we
are asking for limited, short-term emergency action to be implemented by January 20, 2022, to
expand the Red King Crab Savings Area (RKCSA) closure to bottom trawling to protect female
Bristol Bay red king crab (BBRKC). The requested expansion is narrowly targeted, ... crab were

The Council staff reported on various aspects of the
Bering Sea and Aleutian Islands crab rationalization
program. The first report concerned the status of
alternatives for providing an exemption to regional
landing requirements in the event that compliance
with those requirements is prevented by
unavoidable circumstances. The exemption is
intended to address safety risks, potential loss of

BSAI (e.g.: CV trawl cod). We attempted to communicate this
to the Council in October of 2007. The AP voted unanimously to consider sideboard, but
the Council did not pick up that portion of the AP motion, but provided no discussion as
to why.
Again in December of 2007 we pointed out the the Custom Processing analysis
contained no meaningful Fisheries Impact Analysis and that we were concerned about
the lack of sideboards. After acting on the main motion on Custom Processing, the
Council ... crab, have made need for immediate action to address
this new loss of stability in the cod fishery critical.
In addition, the preamble to the emergency rule should indicate what measures could be
taken or what alternative measures will be considered to effect a permanent solution
to the problem addressed by the emergency rule.

research priorities, and considered numerous informational reports. The reports from the meetings (including

target fishery apportionments, should be adopted by the Council at this meeting so that the final rule, based on
final specifications from December 2011, is a logical outgrowth of the proposed rule. Final harvest

establish annual catch limits (ACLs) to meet the
requirements of the revised Magnuson-Stevens Act.

requested staff to provide perspectives on the anticipated amount of effort and time required to analyze the
suite of options under consideration and, where possible, identify ways to make the analytical task more

BSAI Crab Stock Status
The SSC reviewed draft stock assessments for 8
BSAI crab stocks and made recommendations on
OFL Tier levels for all stocks. For those stocks for
which OFLs must be determined in the spring to
allow for a summer fishery (Norton Sound red king
crab and AI golden king crab) the SSC
recommended the OFLs for the upcoming crab
season. For the remaining 6 stocks, the SSC made
recommendations on Tier levels and model

on several provisions to modify rights of first refusal
created to benefit community interests under the
Bering Sea and Aleutian Islands crab rationalization
program. The program allocates processing shares to
processors based on their respective processing
histories. To protect community interests, holders of
most processor shares were required to enter
